What is the REIB Statewide Initiative?

The Racial Equity and Implicit Bias (REIB) Statewide Initiative is a series of learning programs designed to support a more equitable and inclusive California. REIB Statewide Initiative provides virtual and in-person workshops and learning collaboratives for individuals and organizations that support CalWORKs and CalFresh program participants across all 58 counties in California.

In order to align with Governor Newsom’s vision for California and its true commitment to equity, it is important that CDSS as an agency, overcomes its long history of overt and implicit racism and bias at the federal and state levels. Although these systems and practices precede us, it is our collective responsibility to address them, learn about them, and change them.

While the California Department of Social Services (CDSS) does not mandate county participation in these workshops, CDSS is required to provide it. Several counties are already engaged in the statewide training rollout and have responded positively. We encourage counties to prioritize their participation as racial equity and implicit bias awareness training encourages us to consider the program participant’s experience and historical barriers that may affect their outcomes.

The REIB Statewide Initiative is aware that counties are at different phases in their diversity, equity and inclusion (DEI) efforts. This initiative is not meant to duplicate but expand upon county work. To ensure a robust addition to any existing DEI training in your county, the REIB Statewide Initiative’s curriculum offers a variety of course topics and modalities, including learning collaboratives for supervisors/managers and executive leadership.

No. It is crucial to note that the use of artificial intelligence (AI) applications to record and take notes during virtual workshops necessitates consent from all participants, as failure to do so would be in violation of California privacy laws and CDSS policies. Furthermore, unauthorized AI applications pose a significant risk to confidentiality and privacy, and as such, they will be promptly removed from any REIB virtual workshop. Similarly, we ask that attendees of in-person REIB workshops do not record speakers, presenters, or participants, whether through audio or video means. Any individual found to be recording will be asked to stop and delete any recordings made. Complying with these guidelines can ensure the privacy and confidentiality of all participants and create a safe and secure environment for all.

Unfortunately, we are not able to provide continuing education credits or certifications for participation in any REIB workshop (virtual or in-person) or learning collaborative (virtual or in-person). The REIB initiative provides workshop attendance lists to all county points of contact.
